The peoples of Hakaoros are united under one empire that spans the entire continent, with a few outlying city-states that stand in defiance to the empire. The empire is made up of legions, each representing a different one of Hakoros' native dragons.

Hakaoros is also known for it's huge gladiatorial arenas. Most of the nobility is made up of gladiators who have earned their place by fighting their way up. But the lowest of the low are merely there to die for the amusement of those who own the arena in question.
