The man who formed the location, Admiral Lenom Harrow, simply found it a strategically placed shipyard and prime fishing spot.<br /> <br /> The city&#039;s soldiers also range in rank from simple boat guards and foot soldiers, to high ranking knights, known as the Wavegarde. The Wavegarde soldiers are few, but powerful, given blessings by priests of [[Vasarion]] and special steel armor that can become buoyant if necessary, without losing much integrity.<br /> <br /> The actual Harrow&#039;s Keep is a long and low building built at the top of the cliffs. Surrounded by thick stone walls festooned with cannons, it acts as a deterrant to enemy ships that may launch themselves against it.
