Xavrotahl, The City Of Bones

Xavrotahl is a city for the dead. A city that Hakaoros citizens consider it's central cultural icon. Xavrotahl was formed through centuries of necromantic magic. Built from shards of bone of the mighty dragons that have lived and perished on Hakaoros, they were fused together to create a massive, city sized skull, and embedded deep into the earth. The skull itself has no one living inside the bones. But the dead lie there, in graves drilled into the bone and sealed again through magic. It is a necropolis, but one blessed and revered, rather than feared. Built around the skull is the city itself, a stone network of stairs and walkways that surround and fill the skull like a great helmet. The crown of the skull is at ground level, and the rest of the city rises above it, then dips below ground to fill the interior spaces. Two types of necromancers make their homes here. Those that seek to honor the dead, acting mostly as funeral directors and spiritual mediums. The others are of a darker sort, and they live beneath the lower jawbone of the skull, tampering with the spirits of the damned and raising corpses for their depraved experiments. Each faction has an elected leader, and they make their homes in the horns of the skull, the great, towering edifices a testament to the leaders' power. They are the only living beings allowed to live in the hollowed out bones.
